There is an option to export audio into segments by markers, but not for subtitles. This would be very helpful for us since we need to have subtitles included for each of those exported marker audio segments.

Ability to export subtitles for each scene individually starting at timecode 00:00, or for all scenes but as separate files starting with timecode 00:00.

As it stands now, I have to make a separate project for each scene.

I agree this is so needed - we can export individual scene videos so the same needs to be for each scene subtitle .
