Placeholder should maintain location in timeline when replacing media.

Currently, no matter where you have your placeholder in the timeline, if you replace meda it moves it to the beginning of the scene... not where, you know..., where the PLACEholder was originally?

Are you replacing the media by selecting it in the timeline or through the "Project" tab on the side? I frequently use placeholders and haven't experienced this issue personally. I replace media from the project tab and it seems to stay exactly where it is
