Store new scene layouts (templates) as separate compositions / more editable location

My feature request: could you either
a) make it so that every new custom layout gets its own composition (this might not be ideal for all users), or
b) let me CHOOSE and NAME where the new scene layout will be saved/stored (in ABC existing composition, in a new composition, at the end of first composition but add/title a Marker as a header within the composition, etc.), at the time of creation (when I click "save scene as new layout"), so that I know where to find and edit it later?
Background: When I take an existing scene layout and "save scene as new layout" (that is, I make it a custom template for use later)--I have the option to choose which Layout Pack it goes into, but not where it goes more specifically. By default it seems to be added to the end of the first composition in the layout project I select... but that's my best guess. It's not well labeled and very hard to find and edit later. Occasionally I've deleted an existing custom template/layout that I needed, because it was tacked onto the end of a composition where I didn't expect it. I can see clearly what layouts I have in an existing pack, if I just need to APPLY a layout. But finding where those individual scenes are stored within the Layout Project/composition(s) views, if I need to EDIT or delete them, is very difficult.
