I think we already have this! 
There's the Media Library, which you can now access through the media sidebar in a project. You can also use the project panel inside of the project and import media from previous projects if you haven't stored it in your media library yet.

Gabe Michalski, add from menu has search at subfolder level (Projects OR Library), not top level (Projects AND Library) to see results from media library and projects at the same time.
